China will refuse the request from international group of business associations to scrap a requirement that personal computers come with Internet-filtering software

China wants to control the Internet content within China. They want all the PCs to be loaded with filtering software that will guide the Internet traffic through a Government controlled infrastructure. This Chinese Government apparatus will control what content one can see and use.

Submitted Friday, the letter was signed by the heads of 22 organizations, including the U.S. Chamber of Commerce, the European-American Business Council, the Information Technology Industry Council and other associations from North America, Europe, and Japan.

The letter reflects the deep concern among PC makers as the government's July 1 deadline approaches for shipping the software with all new PCs. China is the world's second-biggest PC market by unit shipments after the U.S.

The Chinese government says the filtering software, called Green Dam-Youth Escort, is aimed at blocking pornography and other content inappropriate for children. But industry officials fear it will also be used to block political content –exposing them to accusations of abetting censorship – and that the software contains security and technical flaws.

According to sources, the Chinese Government would not waive the requirement for blocking content at will.
