European Union rival to the United States'' GPS navigation system blasted into orbit Sunday after a successful launch atop a Russian rocket

An experimental satellite for a much-delayed European Union rival to the United States'' GPS navigation system blasted into orbit Sunday after a successful launch atop a Russian rocket, the Russian and European space agencies said. The European Space Agency's GIOVE-B satellite launched on a Soyuz rocket Sunday. The EU called the launch a key step toward its planned global satellite navigation system. With a planned 30 satellites to be operational by 2013, the next step for the Galileo project is the planned launch by 2010 of four operational satellites designed to ensure that the system works.

The long-delayed European project is meant to challenge the dominance of the U.S.-built Global Positioning System (GPS). The launch of the GIOVE-B would allow Europe to keep access to a frequency reserved for Galileo with the International Telecommunications Union.
